The Concept of Mutual Recognition
The objective is to draw on the experiences of each NAA to promote and support high standards, and to justify the mutual recognition of licences, certificates, ratings, approvals and authorisations between the JAA Full Member States.

Licensing Standardisation Teams (LIST), and Medical Standardisation Teams (MEST) consist of NAA experts and will visit each full member NAA on a recurring basis.  Mutually acceptable standards are the key to the principle of harmonisation within the JAA.  These teams will help promote consistency in the interpretation and application of the requirements in order to achieve a common, high standard of safety.

The cycle of visits commenced in May 1999 and continues with visits to NAAs at regular intervals.  At this particular stage of implementation the results of a LIST & MEST visit assist the JAA in determining whether the NAA is in the position, legally and technically, to issue licences in accordance with JAR-FCL, and make a positive recommendation for licences, ratings, certificates, approvals and authorisations to be mutually accepted amongst other JAA Member States.

Promulgation of this recommendation is made from the JAA on behalf of the JAA Member States.  Detailed in the table is the current status of those JAA States that have implemented JAR-FCL (including the implemented JAR-FCL version) and their mutual recommendation status.  This list will be updated as and when new States are recommended for mutual recognition or the implemented JAR-FCL version changes.
