The Governing Bodies of JAA were the following:
1. JAA Board (JAAB)
The JAAB was formed by DGs of the JAA Member States.  It considered and reviewed the general policies and the long-term objectives of JAA.  Amongst other it decided upon the acceptance of new members of JAA and on any changes to the Cyprus Arrangements.
The JAAB met 2 - 3 times a year.
2. JAA Committee (JAAC)
The JAAC was composed of one member from each authority (high level safety expert).  It was responsible for the administrative and technical implementation of the Cyprus Arrangements, especially for the adoption of JARs.
The JAAC met 2 - 3 times a year.
3. JAA Executive Board (EB)
The EB was formed by 7 Members of the JAAC and one representative from EASA.  It formed the management of JAAC responsibilities on a continuous basis, in between the regular meetings of the JAAC.
The EB met 4 - 5 times a year.
4. JAA Foundation Board (FB)
The FB was formed by the 7 Members of the JAAC which were members of the EB.  It deals mainly with the legal and financial aspects of JAA as Foundation established under Dutch law (Stichting JAA Beheer).
The FB met 4 - 5 times a year.
 
With the continuation of JAA-TO as a Dutch Foundation and associated body of ECAC, a JAA-TO Foundation Board was (re)established.
