Purpose of the workshop:  Following the adoption by ECAC Directors-General of the FUJA report at its special meeting in August 2005, the Central JAA wanted to present its ideas on the implementation of FUJA and in particular on how the new structure would be internally organised.  The workshop, held on 16 and 17 February 2006 at the former premises of the JAA, was designed to provide a platform for non-EU/ECAC countries to share their expectations in this regard and to exchange views.  The results of the workshop were presented at the meeting of the JAA Committee (JAAC 06/1) on 9 March 2006.

The following aspects were highlighted during the workshop:

• Organisation of the JAA T:  the Liaison Office (JAA LO) and the Training Office (JAA TO), its (legal) structure, its location
• Institutional issues:  Governing bodies (Rules of procedures), internal working procedures of JAA LO and JAA TO;
• JAA membership issues:  applicable procedures and decision making process
• Consultation process
• Transposition of EASA rules and the transposition process.  (Case study:  transposition EASA Part M into JAR-M]
• Standardisation and mutual recognition:  applicable procedures and decision making process

Participants:  JAAB and JAAC members of the non-EU/ECAC member authorities were invited to participate.

Follow up:  It is intended to have a follow up workshop in early 2007, the focus of which will be interface issues between JAA T and EASA.
